Proposal Manager: Responsible for leading the Self Propelled Howitzer System (SPHS) proposal development from the preliminary bid decision through contract award. This includes conceptualization, initiation, planning, executing-controlling-monitoring and closing out the project, while managing risks, timelines, resources and the scope of the project. Works with the SPHS capture team to define the project scope & team members and reports on risks, issues and progress on a regular basis. The proposal manager's goals are focused on delivering the proposal on time, on scope, within budget and to the required quality standard.

Responsibilities to Anticipate for this role

  • Leading proposal strategy discussions and kick-off meetings for large pursuits and ensuring strategic win themes are effectively incorporated throughout the proposal
  • Analyzing Requests for Proposals (RFPs) and allocating proposal requirements against the proposal outline to ensure both compliance and responsiveness
  • Development and maintenance of proposal preparation schedules
  • Creation of the Proposal Management Plan (PMP)
  • Creation of the proposal compliance matrix and tracking the fulfillment of all requirements
  • Preparation and review of proposal storyboards
  • Drive development and manage proposal team (volume leads, proposal coordinator, graphics, etc.)
  • Collaborate with team in the development of various proposal sections including Technical, Management, Cost, Executive Summaries, and/or other Volumes as assigned
  • Facilitate Pink, Red team, and other reviews
  • Conducting regular proposal progress status meetings and assigning action items and due dates
  • Directing the writing / editing / rewriting efforts
  • Working with volume managers to ensure inter-volume compatibility
  • Facilitate production and delivery of finished product, while complying with all RFP requirements
  • Coordinate the response to questions from the customer regarding the proposal and submit to the customer
  • Assist in Final Proposal Revisions ensuring that the revisions are consistent with the customer's requirements and company leadership direction
  • Coordinate preparation of lessons learned during proposal development for future reference

Qualifications Sought
  • 7 to 10 years of experience.
  • Bachelor's Degree.
  • Excellent interpersonal and communications skills and the motivation to work independently and lead others with minimal supervision.
