Videos Duties The United States Space Force (USSF) at Peterson Space Force Base is searching for a Program Manager for OTTI (NH-1101-04, GS-14/15 Equivalent).
Description:
If selected, you will serve as Deputy Branch Chief for Readiness, while also serving as the program manager for select programs involving sustainment, near-term readiness, and exercises & wargames. You will join a dynamic leadership team in the Operational Test and Training Infrastructure Integrated Program Office, delivering current and emerging warfighter readiness capabilities to enable Guardian testing and training, and ensuring every warfighter ready to defeat the adversary from competition through conflict. This specific role requires strong leadership skills, astute attention to detail, creative problem solving, and a collaborative motivation to achieve mission success across a diverse, geographically separated stakeholder team consisting of more than 25 government and contractor personnel.
You must be able to work independently; planning, organizing and coordinating programmatic actions across various engineering, financial, legal, security, public affairs and contracting offices, both internal and external to Space Systems Command (SSC), Space Training and Readiness Command (STARCOM) and USSF staff. Strong communication skills are critical, both oral and written, with a focus on clear, concise and technically accurate dialogue.
Ideal Candidate:
The ideal candidate must have extensive leadership experience and demonstrated skill in managing a high-performing workforce integrating program management and technical competencies. Ideally, candidate should have department of defense program management experience, preferably working space and ground systems, sustainment, or modeling and simulation. Should have experience with acquisitions, program management processes, and the integrated Planning, Programming, Budget, and Execution activities.
Key Skills and Abilities:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.
Requirements Conditions of Employment - Must be a U.S. Citizen.
- Employee must be able to obtain and maintain a Top-Secret security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- May be required to travel by military or commercial aircraft in the performance of TDY assignment.
- This position is eligible for PCS / relocation incentives.
- This position is on-site and does not allow for telework.
- Position will close in 5 business days or 75 applications (whichever comes first).
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This is a critical Acquisitions Position (CAP).
- Subject to Temporary Duty Assignment (TDY): 20 days a year.
- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
