What You'll Do
We're looking for a detail-oriented and enthusiastic Financial Planning and Analysis (FP&A) Manager to join our growing team. In this role, you'll oversee agency budgeting, financial planning, and analysis while ensuring accurate financial reporting and evaluating risk and performance. You'll also manage customer accounts receivable and collections and may supervise a Financial Analyst. Your expertise will be key in supporting financial decision-making and driving operational efficiency.

Who You'll Work With
As the FP&A Manager, you'll report to the Chief Financial Officer and collaborate closely with senior leadership and cross-functional teams. You'll work with departments responsible for financial operations, contract management, and information systems to support the organization's financial and analytical needs. Additionally, you'll engage with board committees and key external partners, including our data manager, scheduling coordinator, and operational business partners.

### Key Responsibilities

#### Budgeting & Financial Planning
- Develop, maintain, and oversee the annual budgeting process and any amendments.
- Collaborate with department leaders to create and manage cost center budgets and financial forecasts.
- Integrate budget data with financial systems and generate reports on budget performance.
- Prepare and present budgets and financial analyses to senior leadership and board committees.

#### Financial Analysis & Reporting
- Track and analyze budget-to-actual performance, explaining variances and recommending adjustments.
- Work with contract managers to track contract spending and estimate future expenditures.
- Support financial statement preparation, compliance filings, and audits.
- Perform ad-hoc financial analyses and special projects as needed.

#### Data & Systems Management
- Collaborate with internal teams to ensure data accuracy in financial reporting and variance analyses.
- Assist in selecting and implementing a new budgeting system and provide training to users.
- Support financial control functions by analyzing customer billing data.

#### Accounts Receivable & Collections Oversight
- Manage monthly accounts receivable (AR) aging analysis, bad debt expenses, and reconciliation processes.
- Oversee customer billing and payment cycles, identifying process improvement opportunities.
- Validate customer account write-offs and manage third-party collection efforts.
- Support supplier credit risk management and ensure commercial insurance policies provide optimal coverage.

#### Invoice Validation & Compliance
- Review and analyze non-energy service invoices using customer billing data.
- Assist in month-end close processes, prepare journal entries, and reconcile accounts.
- Ensure compliance with financial regulations and internal policies.

### What We're Looking For

#### Required Qualifications:
- Bachelor's degree in finance, accounting, economics, or a related field.
- At least 5 years of experience in financial planning, credit analysis, or data modeling.
- Expertise in Microsoft Excel, financial modeling, and data analysis.
- Strong understanding of GAAP (Generally Accepted Accounting Principles) and financial reporting.
- Excellent verbal and written communication skills.
- Ability to analyze large datasets and extract meaningful insights.
- Strong organizational skills with the ability to manage multiple projects and deadlines.

#### Preferred Qualifications:
- Experience in the California energy market or a related industry.
- Knowledge of commercial credit management, customer billing, collections, and insurance.
- Experience developing and implementing financial systems.
- Strong leadership skills with the ability to manage and mentor a direct report.

### Work Location & Schedule
This role offers flexibility with Hybrid or Remote work options:
- Hybrid: Requires 2-3 days per week in the downtown Los Angeles office, with a transportation allowance.
- Remote: Requires in-person attendance at company-wide events three times per year (3-5 days per event).
- Work hours are Monday-Friday, 8:30 AM - 5:30 PM (PST).

### Compensation & Benefits
- Salary Range: $133,214 - $199,820, based on experience.
- Comprehensive benefits package, including healthcare, retirement plan with employer match, paid vacation, and sick leave.
- This is not a civil service position, but employees must complete a Statement of Economic Interests (Form 700).
